There has been multiple discussions and arguments about this issue.
Developer has explained several times about this.

In short: VSO uses encoding that produces best picture with minimal space usage.
Forget about bitrates and check encoded result - is there quality loss?

Resolution of video has nothing to with drive, drive just burns / loads a file and system plays it.
So any BR burner can burn UHD files.

What are you using to play? Windows does not have DVD player as default anymore. If you try to play it on computer then you need software that supports playing DVD. Only two reasons for that kind of delay that come to my mind: (applies to any program) 1 - Program has left traces of itself in memory and starting it again needs to clear those first, taking more time than after cold boot. 2 - temp space is filling up and that slows system. Nothing wrong.

DVD must have Audio_TS and Video_TS folders to be standard. Video files are inside Video_TS where player can find them.
If you make DVD audio-only disc then all files are in Audio_TS and nothing inside Video_TS.

Some software installed in your system that should not be needed, might cause problems, might not. You still have K-lite codec pack, that one is not needed in most cases. Usually modern players can play any codec without extra packs. You also have BootRacer installed, that one is also not needed any...

You seem to have a hard problem to solve.

Windows is reinstalled, you have cleaned registry and caches.
How is your hardware?
Amount of RAM, swap size, hard drive space etc.

Original post is about one file with multiple chapters.

Merging multiple files can be done by first loading one clip, then adding to that file.

This can still be multiple issues as both mkv and mp4 are container formats.
Files with these extensions can have different encodings on video, audio and subtitle.

That one looks correct. I have seen some where they deliberately leave last sentence (usually advertizing) to be displayed until end of file.
Really odd problem, does it show the same way if you play converted disc in computer?
