That site is checking for proxy. Downloader acts as a proxy to be able to catch streams.

If you are checking subtitles on computer then usually your screen has much better resolution than DVD and players on PC smooth subtitles. Any computer now has at least 1366 pixels wide screen but DVD has only 720 pixels. Careful selecting on font and size might give slightly better result but might...

On computer file is usually played at fps that is was created to be played and player checks that frames are played on correctly.
On DVD it is played according equipment specification, and that might be totally different, causing small drifting (23.97 vs 24 for example)

In most cases problem is due different framerates.
Every second timing of subtitles drifts more off when this is the case.
If they "jump" off and then stay same amount off then those subtitles are for different version or video file has been edited.

That is not the standard way to play DVD. What are you using to play DVDs?
Standard is very simple, if you remove DVD from player or press STOP then you go to main menu or first title and start playback from there.

You should have them correct the way you have them. But do you have main menu?
From there you should be able to select which one to watch.
If there is no main menu then it is play from beginning, one after another. Stopping at any point forces back to first title.

This is not so simple. First your DVD player has settings on how to play/stop/continue etc. Then you can create DVD that has no menu, only one or multiple titles. Yes, it is compliant. But it is split.
DVD video has different frames, some are needed for keeping sync etc.
You can't just copy paste together those split files. You need to create needed frames and sync data. That forces re-encoding.

Video in DVD is in .vob files, each have 0.99Gb. So any movie is in several pieces.

All downloads are depending on source. Some can be downloaded easily, some require updates to software as source is updated etc.

what is your TV, 4:3 or 16:9?
what is your source file AR? It might be more than 16:9 so there will always be bars.
