Undersized DVD

I'm constantly having undersized DVD, when creating.
Original Donnie Dark Blu-ray / Original Inception Blu-Ray --> AnyDVD HD to hard drive --> Blu-Ray Converter Ultimate 1.4.0.8 --> DVD - PAL 16/9 and target size DVD5 SL --> Only advanced setting modified is "Convert DTS to AC3" --> Choose DTS as audio source and choose one subtitle --> Quality shows 76% --> Start --> Output DVD is 3.17GB and has 1.2GB of free space --> Movie quality isn't good, blocky.

What is the problem here?

How long are you Blu-ray movies you are converting?

Inception = 148min
