3.1.0.50 -> 3.1.1.3 pausing on winpcap driver

Was successfully running vso downloader 3.1.0.50 and just updated to 3.1.1.3 .
No on startup it appears to hang at checking winpcap. Sometimes it will get past this and get to the main screen. But when a stream starts it just appears to hang and comsume about 30% CPU.
I rolled back to 3.1.0.50 and everything was fine again.

Anyone else experiencing issues?
