How long does it normally take to get the code?

Few minutes, depending on how much there is traffic on server and your email.

Well the payment went through this morning (in France) and I purchased the VSO Downloader Thursday and still and still have not received the activation code. Can i get the code resent?

Yes, just go to http://www.vso-software.fr/support.php and click on correct link.
Remember to check your email spam-folder, some filters are ridiculous.
