can i adjust the bitrate beyond 12,960 kbps. i have a 20,000 kbps file that i want to play on a 65 inch tv and i want the best quality. im encoding an mkv to avchd. i have created a custom profile using "copied if possible" should the video just be remuxed with the source bitrate. i have tried to remux but bitrate ends up being around 8,000 kbps. using "copied if possible" takes longer than reencoding the video.

If your video source stream was not remuxed like requested, that should mean that this stream was not totally compatible with AVCHD structure...
An H264 video stream need to have a lot of specific parameters to be played by an home AVCHD player.
So, your H264 should not be compatible with an AVCHD structure and need to be converted.
Please post your Video Converter log files, and a "media info" report of your source file to see why this stream can't be remuxed.
For your second problem (video bitrate too low), have you tried to set your own custom bitrate by using Video editor?
Click on "advanced edition" then click on the video track.
You will found a quality advizor (gauge) tab where you can set your user bitrate.
Change the video bitrate to 12000Kbit/s, save your changes then start the conversion.

Do you know if your source file video is interlaced?
If no, there is maybe a problem in video framerate detection (47.95fps).
If yes, that s why the video stream can t be remuxed.

the source file was remuxed from original blu ray to mkv. i believe it should be progressive video. mediainfo shows a 23.976 framerate
