New user crop and scale query

Hi,
I am new to the ConvertXtoVideo software and so far have encoded a couple of titles with great results.
However i am unsure how to Crop a video and resize in the same encode.
I created a custom profile to help with the resize but when i use it, it cancels the cropping black areas from my video

Is this possible ? Have i done something wrong ?

Is it possible to crop the video without re-encoding ?

Just to add a bit more -- the video in question is a vhs rip that is on dvd pal (720 x 576) .. i want to crop to 702 x 536 and have it as an mkv or mp4 for viewing on pc. This i can do fine but i also want to resize it smaller as well by about 10%, how do i go about this ?
