File size being cut in half from original

Been trying to get some blurays done. Orignal MKV is 22.5gigs.... after re-encode is compresses to about 13.5. tried every setting, auto, sp, lp, etc. selected 25g and bluray.... why is the outcome about 52 percent of original size. Don't have to fill a disc, but why is it cutting the bitrate in half from the original....

Switched to AVCHD instead of bluray and ended up with 16 gig movie file instead of 12.5 with bluray structure. Still off from 22.5..... this was using SP setting.
