Resize MP4 video from 1920x1080 to 640x360

I have BRC Ultimate V4. When I convert a blu-ray movie to MP4, the video size defaults to 1920x1080. I would like to downsize the video frame width and height to 640x360 to reduce physical file size.

I know I must be missing the option somewhere, but I can't see where to change the video size.

Can someone point me to the right option?
