Wrong bitrate/size calculation

I kinda fear I know where this discussion will end, but IMHO the mean bitrate calculation seems to be a little conservative to say the least. I had several BDs lately which ended up using less than 3GB as DVD conversion even though the movie was over 100minutes. E.g. Salt extended cut (1h 44min) with two audio tracks ended up at 2.9GB. Comparing this with other outputs of the BD converter, it seems to aim for a multiplexed stream bitrate of about somewhere in the (low to mid) 5.xMBit/s range, which is a very low. I really don't intend to discuss the "contant image quality" thing again, but honestly, this limitation doesn't seem to make any sense and the image quality could definitely be raised by increasing the bitrate to a more appropriate value.
