Frame Rate Issues?

Ok I have 2 frame rate issues:
1- When converting I only get conversion rates of 2 FPS so it takes like 30 hours for my project to complete. I have a multicore processor so what gives? How can I fix this?
2- After conversion the frame rate of the completed burned movie has horrible frame lag, stuttering, and skipping. What's up with that? Sucks that I had to waste a BD-R to find out it's no good.

Try changing ALL these settings to exactly opposite.
00:23:06.683 Info [x] Use 2 pass encoding

00:23:06.682 Info [ ] Use hardware decoding (if possible)
Currently you are converting slowest possible - 2-pass and best video with no hardware.
I started to convert that movie and got over 70FPS with i5 CPU and GTX660Ti.

Ok I'll try that but I would have thought 2 pass encoding and best video settings were used to prevent things like that from happening which is why I turned them on.

And - you do not need to burn, check conversion result with software player before burning to be sure that it is converted ok.
