Upcoming VSO Downloader release an upgrade?

I read in another thread that the upcoming release will be considered an upgrade and those of us with a license for VSO Downloader Ultimate will have to purchase a new license if we purchased it more than a year ago. Is this correct? If this new "upgrade" is so great that a new license is required, I would hope that VSO would give those of us with older licenses at least a break in the price.
