vso downloader does not work ?

Hello,
I tried to install today vso downloader and does not work, well me being active monitoring, we video it PP3
And 'my problem PC, or there are new rules in the download
point out that one month ago I installed on other PCs and it worked great
Can you tell me qualke what ??
