Max downloads set to 1 but multiple simultaneous happen

I've set max. downloads to 1 but always multiple simultaneous downloads happen.

In Options
- Detection / Auto download is disabled
- Download / Max simultaneous downloads are set to 1

- copy e.g. 10 URL's into clipboard
- click "Download URL"
- paste the URL's inside
- click Download button,
- then these 10 URL's are checked and finally listed
and then I have to select all and right click "Start/Resume"
.. and now all 10 are starting at the same time.

How can I avoid this and one-by-one start? What must I do?
